Richard Starr

Richard Starr is Executive Vice President and Managing Counsel at American Express Company in New York City. He is responsible for the legal practice groups that provide support for the Company’s securities, finance, investor relations and mergers and acquisitions activities and for the American Express Corporate Secretary’s Office.

Richard began his legal career at the U. S. Securities and Exchange Commission in Washington D.C., where he spent three years as a staff attorney in the General Counsel’s Office and a Legal Advisor to a Commissioner. He also spent six years specializing in securities and M&A at the law firm Paul, Weiss, Rifkind, Wharton & Garrison in New York City before joining American Express in 1989.

Richard obtained his B.A. from Harvard College (’73), J.D. from Catholic University Law School (’79) and LL.M. from Georgetown University Law Center (’81). He is a member of the Bars of New York, New Jersey, and the District of Columbia.
