Shelby Quast has over 28 years experience working internationally in a broad range of activities, including: rule of law; gender equality and justice; legal assessments; justice sector reform; drafting and analyzing laws; commercial transactions; negotiating and interpreting treaties/agreements; program development; and teaching. 

Ms. Quast continues to work closely with the judges, lawyers, government officials and NGOs to advance human rights for women and girls and inform policy, both in the US and abroad.  She leads the working group on Advocacy, Education and Media for the Coalition for Adolescent Girls, lead by Nike and the UN Foundation. 

She co-founded the International Legal Assistance Consortium (ILAC) in 2001 where she worked on post-conflict legal reform for over 10 years; she currently serves on the board of ILAC.  She also founded the Partners for Gender Justice, a network of the UN, member states, NGOs and civil society, which works to facilitate dialogue on gender justice among key stakeholders in conflict affected societies as well as the UN Security Council. 

Ms. Quast has authored numerous reports and tools kits on rule of law and gender justice for the UN and OECD. In an earlier life, she practiced commercial transactions at Wilmer, Cutler & Pickering in Washington, DC.

Ms. Quast is recipient of a Fulbright award in 2006 and in addition to CUA Law has taught courses American University, School for International Service, Jagellonian University in Poland, and the Indian Institute of Management (Lucknow).
