David A. Irwin brings over 35 years of experience in telecommunications regulatory and business matters to the Institute for Communications Law Studies. Mr. Irwin is a graduate of the Washington College of Law at American University. He formerly held key positions at the FCC's Common Carrier Bureau (now the Wireline Competition Bureau) including, Deputy Chief-of-Policy, Acting Chief of the Policy and Rules Division, Chief of the Program Evaluation Staff and Special Counsel to the Chief of the Bureau. In addition to having held corporate legal positions at Western Union and American Satellite Corporation, Mr. Irwin served as law clerk to two federal district court judges. He has been an adjunct Professor of Law at The Catholic University of America, Columbus School of Law since 1985, where he teaches Telecommunications Law, Policy and Core Technologies. Mr. Irwin's course also has been provided to students at Florida State University Law School via a live, interactive video link and he has also taught a telecommunications law seminar at Howard University Law School.

Donna Coleman Gregg, recently a senior policy adviser within the White House Office of Science and Technology Policy, is the latest addition to the Institute for Communications Law Studies distinguished group of instructors. Gregg has joined the faculty of the Columbus School of Law as a scholar-in-residence in the fall of 2008 and as a visiting associate professor in the spring of 2009.
In addition to her teaching duties, Gregg assists the institute's director, Professor David Irwin, in expanding curricular and programmatic offerings in the communications law certificate program. The program includes a distinguished lecturer's series, a communications law extern practicum and an annual communications law and industry symposium. Gregg will also serve as an adviser to CommLaw Conspectus: Journal of Communications Law and Policy.
Gregg brings vast experience in governmental communications policy, having served as senior policy adviser to Richard M. Russell, the U.S. Ambassador to the 2007 World Radiocommunication Conference, on issues relating to the international use of radio frequency spectrum.
Gregg was chief of the media bureau at the Federal Communications Commission from 2005 to 2007. Prior to joining the FCC, she was employed at the Corporation for Public Broadcasting (CPB) as vice president of legal and regulatory affairs and general counsel.
Prior experience also includes more than ten years as a partner in Wiley, Rein and Fielding's communications practice. Her work has been published in legal and telecommunications journals and publications throughout her career, and she continues to pursue her scholarly research agenda in the areas of international telecommunications and media regulation and policy at the law school.
