This course will focus on how statutes are enacted and on a variety of the sometimes conflicting approaches to statutory interpretation. Students will become familiar with the structure and procedures in Congress, the relationship of the Congress to the president, and with some of the recent controversies surrounding the way Members of Congress are elected. At the discretion of the instructor, this course may include a qualifying portfolio paper that fulfills a portion of the upper-level writing requirement.
